Unconventional emergencies occurred frequently in recent years, such as landslide accidents, dangerous goods explosion, food safety incidents, earthquakes, mudslides and so on, which cause huge damage to people’s lives and property as well as our country. Unconventional emergencies, featured with high frequency of occurrence, large destruction, wide coverage, make people’s daily life seriously threatened. Therefore, it is a priority to formulate reasonable emergency plans, and realize efficient emergency and response mechanism in order to greatly reduce the loss of life and property, which is an effective premise and basis responding on unconventional emergency and emergency management. It has become an urgent task facing the community that how to use the scientific method to formulate reasonable emergency plans and improve emergency response capacity, including emergency management, dynamic generation of emergency plan, innovation on decision model. This article regards the dynamic generation mechanism of emergency plan as a starting point, in which the generation process emergency plan is divided into three-part research contents that is ontology model of emergency plan built, retrieval on digital emergency plan and evaluation before the implementation of emergency plan, forming closed loop of emergency plan dynamic generation. The specific contents are as follows:(1)Ontology model of emergency plan built. Knowledge representation of emergency plan is realized base on SUMO upper ontology. It enables the text plan to be structured representation by building ontology model of unconventional emergency plan, laying the initial foundation for the establishment of the digital emergency plan.(2)Retrieval on digital emergency plan. On the basis of analysis on digital plan retrieval process, semantic similarity of the concept is focused and the formula about semantic distance and semantic similarity is calculated, solving the core problem on digital plan retrieval.(3) Evaluation method of digital emergency plan. First of all, the concept and criteria about emergency plan is expounded. Then index system of emergency plan is built in which the indexes are divided into different levels, and fuzzy comprehensive evaluation model is set up based on index system. Finally, the validity of the index system and evaluation model is verified according to specific examples. |
