Chinese socialism has progressed to a significant period of development and construction toward a moderately prosperous society. Progress of the country is not only measured by the achievement of comprehensive economic development, but, a country should also be measured by its effort to construct a harmonious socialist society. Moreover, one of the most important aspects of constructing the harmonious socialist society is the overall planning of the urban and rural construction which is guided by the concept of fairness and justice described by Karl Marx or Marxism. The essay begins by giving examples of Karl Marx's writings where the fundamental concept of fairness and justice are emphasized. The essay then demonstrates the evolvement of Marxism's concept of fairness and justice as it relates to China in particular. At the same time, the essay compares the concept of fairness and justice in Marxism with fairness and justice concepts from other sources. The comparison leads to the conclusion that there are historical anecdotes and practical rationalities for using the Marxist concept of fairness and justice to guide the construction of the harmonious socialist society.Secondly, the essay points out the evolution of the relationship between the urban and rural of China, and, specifically shows how policies in different periods of Chinese history have impacted this relationship. By providing a reasonable amount of research data and information, the essay goes on to prove that the current relationship between China's urban and rural is unbalanced and unjust. Finally, the essay suggests strategies to resolve the fairness and justice problem in the urban and rural overall planning program steered byMarxism's concept of fairness and justice.
