The Research Of Governing Online From The Perspective Of Service-oriented Government

Comrade Hu Jintao stated the important objective in the report of the 17th session of NPC as:"We need to speed up the reform of administrative system to build service-oriented government"and also pointed out definitely:"we should improve the system of government responsibilities, improve the public service system, advance e-government and consolidate social administration as well as public service". Therefore, implementing e-government and building service-oriented government have been the prime task for government at all levels in the new stage of reform and opening-up. At present, the e-government in China has stepped gradually into a new stage as intervening politics under internet. Intervening politics under internet plays the irreplaceable role in advancing the transformation of government functions and the construction of service-oriented government due to its particular strength and function. To propel the innovative development of e-government, improve the service levels from government and enhance the government capability, it is inevitable to strengthen the construction of intervening politics under internet, which has great practical significance in improving the system of government public service, consolidating the relationship between government and people and raise the image of geovernment.This paper, taking the theory of service-oriented government as the basis and combined with the practice of e-government in China, definiting the conception of intervening politics under internet which develops soundly in the first place, dicusses the constructive relationship between the intervening politics under internet and the construction of service-oriented government as well as analyzes the problems from the present development of intervening politics under internet next and puts forward countermeasures according to the problems, on the basis of generalizing and drawing references on the effectiveness and experiences, in a hope to promote the development of intervening politics under internet on the track of the direction of construction of service-oriented government and bring its role into full play. The paper is divided into four chapters: chapter one mainly introduces research background,related research results both domestic and overseas,research significance and reseach methods; chapter two foucses on the theories of intervening politics under internet and construction of service-oriented government: the retrospect of the development of e-government in China, the connotation of intervening politics under internet and illustrates the constructive relationship between the intervening politics under internet and the service-oriented government; chapter three analyzes the current status of the development of intervening politics under internet and generalizes the fruits of the construction of intervening politics under internet as well as the existed problems and the root causes; chapter four puts forward measures to improve it with practical situation on the basis of the theory research, case analysis and the guidance of the idea of service-oriented government.
