Raiseing Of New Rural Construction Farmers Awareness Of The Law

Agriculture, rural areas and farmers is always the key point of the development of the CPC and people. We made a major strategic decision to build a socialist harmonious society in the 5th Session of the 16th Central Committee., which is the implementing the scientific concept of development and the major strategic plan of constructing new rural area. It mentioned that we need to strengthen the legal system, deepen the legal education in rural area and improve the farmers' consciousness of exerting their rights and obligations by the law in <Suggestions of Pushing Constructing of New Rural Community> made by the CPC State Council. And it clearly points out that improving farmers' legal awareness is the basic part of the legal construction in rural area.Farmer is the largest group in our country. So establishing a correct concept of law and creating a large number of new farmers with legal feeling is undoubtedly primary task of the process in the legalized society. Therefore, the modernization of legal consciousness of farmers is the key point to the rural legalization. China is a large agricultural country with 1.3 billion populations. The rural population accounts for 80% of the total population. The problem of China remains the rural problems which is the basic problem in China. If we study it from the quantity of the farmers, the improvement of awareness of the law of the farmers means the improvement of the awareness of the law of the total people. If we study it from the quality, whether the farmers improved awareness of the law relate to our ability to build a socialist country ruled by law. There is a saying "no rule of law in China's rural areas means no rule of law in China as a whole." The construction of the rule of law in rural areas is the focus of building a socialist country ruled by law. So improving the legal awareness of the farmers has great effect on the process of legalization in rural area. And it is really meaningful for speeding up the construction of new rural area. It can improve productivity in rural area. It can maintain the steady of rural society. It can realize the aim of democratic management.Although we all recognize that improving the legal awareness is meaningful, generally speaking, the current legal awareness of the status of farmers is still very unsatisfactory. It hampers the process of rural legalization and the construction of new rural area. Especially we have experienced 25 years the work of legal to the whole people. But the legal consciousness of the farmers has not been improved obviously. So I am strongly interested in the studying of Rural Construction of the legal consciousness.The paper studies the legal awareness of farmers in one of the first batch of civilized cities-Zhangjiagang City. By the analyzing of investigating the condition of awareness of farmers and the specific practice of improving the legal awareness of the farmers it discusses to seek the universality and regularity. It is really meaningful to do the work of legal effectively, to improve the quality of legal of the farmers, to maintain the steady of society, to construct socialist new rural area and to build the harmonious society.
