Urban Community-based Management Of Floating Population

With the increasing floating population in urban communities, community management should bring it into the entire population management system to get their due role. Community management to the floating population will help to meet their own requirements, the regional stability, and will promote unity between the local and floating resident. It will stimulate their interest demands and motivation to participate in the community affairs of the resident therefore greatly promote the self development of the floating population.This paper will take examples from domestic and overseas research achievements and practical experience for community as an administrative body to explore the possibilities of bringing floating population management into the community system. Basic on international scholars'research on management of floating population, from the point of public management, the paper will discuss management of floating population in urban communities. Floating population in China faces a number of problems of survival. Government management of floating population has series of problems such as management dislocation, single and passive management mode, lack of long-term mechanism and interdepartmental coordination, etc. On this basis, I will find out the reasons of the existing problem and carry on an feasibility analysis on aspects of organization, society and economic conditions of our urban community management to research resource and recommendation for it. That is to strengthen the organizational reconstruction, create a social environment and ensure supporting measure. Finally, through the management of floating population on a particular sub-district's community,identify problems and propose improving recommendation.By applying theories of public management, sociology and demography, there is a proposal of the management of floating population in urban communities. From the view of community, based on practice, it will take full advantage of local management to the floating population to manage using community management mechanism. To further strengthen the management of urban floating population, it will rely on the community to provide various of services for them. At the same time, this paper will explore the practical and feasible measures for floating population management through case study.
