Community Management Of Urban Migrants

Nowadays, many people in China from countryside merged into cities,which is a double‐edged sword for the development of cities.On the one hand,they can give a new life for the social and economical development of cities.On the other hand,the large increase of urban people can be a big challenge to many aspect of urban mangement.With the transformation of government,society and enterprise functions,more and more "unit person" transfored to "social person".The tow basic government functions of social management and public service have transfered their power to a lower level and the "minimum‐guarantee" function of community has been increasing. The community is the basic unit of social management.Only put the problem of the floating population into the mangement of community can we achieve a real breakthrough in the floating population management model,which is one of the goals of the innovation of management system.The purpose of this paper is to explore the suitable modals and measures for Chinese urban floating population management. According to the theoretical model of floating population management and the theories of community governance,this paper make a brief analysis of the situation of floating population and its management,including the quantity,structure and group characteristics. Then, compare the advantages and disadvantages of floating population mode(household type, prevention management, localizational type, adaptive management, pluralistic type, social management, service‐oriented type, community‐based management). And make a conclution of foscusing on community‐based model and system of floating population management. On this basis, we focused on the current situation of Floating Population Community‐based Management in Jinan City, espically introduced the basic situation of Jinan floating population and their communities. With reference to the policies on Floating Population Community‐based Management of both the Central Government and the Jinan Municipal Government, this paper makes a detailed introducion of the residential community of the floating population in JiNan and its main characteristics and spatial distribution.And then provides a detailed analysis of the community‐based managemental activities of all districts(ShiZhong,ChangQing,TianQiao and LiXia district) in Jinan, which provide the effectiveness(Improve the effect of community governance, strengthen the management of the floating population, street undertakings have developed steadily, improve the social environment and social security) and difficulties(lack of human and financial support, information on registration of the floating population is difficult, needs to improve the security management of the floating population and rental housing security problems and crime rate of children of the floating population is high) in Jinan Floating Population Community‐based Management. Finally, from five aspects of management philosophy, management systems and institutions, management basic operation, the degree of socialization and legal systems, and from two dimensions of the top‐down and bottom‐up management of floating population in China to explore the cause of the problem of community‐based management.Finally,according to the status and problems of community‐based management of floating population, this paper make a clear direction to further strengthen for social management which promote the integration of floating population,including suggestions on six aspects as improving the correct idea and thinking of the floating population management and services, the innovation of the floating population community‐based management system, improve the base of community‐based management of the floating population, improve the socialization of community‐based management of the floating population, promote the legalization process of social communitiy‐based management of the floating population, strengthen the construction of informatization and scientification of community‐based management of the floating population.
