In the knowledge economy times and information age, the public management features increasingly in the knowledgement, information and complexity. Civil servant is the principal of public management, and their qualities and abilities are facing an unprecedented challenge. So, as an effective approach to improve the quality and competence of the civil service, the training of civil servants is emphasized strongly more and more in the public sectors. All levels and types of the civil service training is underway on a large scale in all areas of the country. The training scale effect has preliminarily showed. But in China, the civil service system is established late, the training time is relatively short and the theory and practice of the civil service training are not mature enough, the training assessment, as an important part in the civil service training system, has always been a very weak link in many departments and areas. It is a problem worthy of in-depth study and exploration on how to assess the training of civil servants in a science and standard level. This article analyzes comparatively the current civil service training assessment situation in China and puts forward the countermeasure of perfecting it on the basis of human capital investment and training transfer theory, Kirkpatrick's four level model of evaluation model and practical experience in Western developed countries. The purpose is to raise recognition and rethink of the training assessment and provide some references to the practice and development of China's civil servant training assessment.
