Research On The Mechanism Of Government's Response To Emergency

With the development of our society and further deepen of the reform, all kinds of contradictions and problems are increasingly show, if not properly dealt with in time, they will affect the people's normal life, our social stability, make our society unrest, economic stagnation and even result in our many years of economic accumulation come to naught. These consequences will not only affect the establishment of harmonious society, but also lead to the psychological panic of people, and then result in no reliance to society and government. The government is the manager of public affairs; it has responsibility for our society stable and economic development. Furthermore, the government has superiority of power and resources than other non-governmental organizations. Therefore, the government must actively take on the preventive and response ability of the unexpected incidents.In 2007, our country formulate and began to implement the emergency response of the People's Republic of China, as the basic law of revising the emergency field, it makes our country in emergencies to abide by. However, the provisions of the regulations are principle and lack of maneuverability, and supporting implementation measures are not perfect or even shortages, only to law level, the implementation is very far from the purpose of the law, which causes a lot of negative consequences, against incident solved successfully. Therefore, this paper based on our government situation of emergency mechanism, analyzes the deficiency, and on the basis of learning of foreign advanced experience, then put forward the corresponding improvement suggestions, which make the government better able to cope with in the later emergencies, and in the shortest possible time to minimize the loss, make the government is more in line with the requirements of responsible, service-oriented government, thus establishing a true harmonious society.This paper emergency mechanism of government is divided into five parts mainly expounds specific as follows:Chapter one, this part is mainly discusses the basic theory of emergency mechanism of government, in other word; this part discusses the relevant basic concepts and the necessity of establishing emergency response mechanism. The paper first deals with the concept of emergencies, government emergencies, mechanism, the concept of articles will make readers expounded contents of a general understanding, and then discuss the necessity to establish the emergency response mechanism, make important matting for the improvement suggestions in the later paper.Chapter Two, in this part, the author discusses in the angle of the government as the public affairs management, expounds the basis theory of government emergency mechanism, including human rights theory, public security theory and social relief theory.Chapter Three, this part focuses on the foreign country of government's emergency mechanism, the author first introduce the basic situation briefly and then evaluation on them. As the saying said'Stones from other hills may serve to polish the jade of this one', foreign advanced experience in legislation and concrete coping mechanism for government's emergency mechanism consummation has important reference meanings to the thesis, and it provide important reference for the improvement suggestions in the later paper.Chapter Four, this part is based on our government situation of emergency mechanism, puts forward the deficiency, making the later improvement suggestions are more targeted.Chapter Five, this part elaborate on the consummation conception of China's government's emergency mechanism.
