A Probe Into The Implementation Of Villagers' Self - Government System From The Perspective Of Political Participation

Villager autonomy is a system for grass-roots farmers to achieve self management, self service and self education. It is another innovation, after the household responsibility contract system came into being, which fills in the blank of rural management and becomes the basis of China’s democratic political construction. In the past thirty years or so, the development of the villagers’ autonomy has made great achievement and the village committee’s general election is widely held in the country, thus the whole system has been gradually established. But the new rural construction has promoted the development of the rural area,so the economy and rural population structure have changed dramatically, making the villager autonomy facing a series of new problems. This thesis first analyzes the establishment and development process of villager autonomy. Based on the assessment of current villager autonomy development situation and from the perspective of political participation theory, this thesis summarizes the common problems faced by the villager autonomy and analyzes the deep roots of the current problems combining with the field research in Luoshui town. At last, this thesis puts forward some suggestions on the problems of current villager autonomy from the perspective of the future development trend of rural society,.This thesis consists of introduction and main body. The introduction mainly introduces the research status of the villager autonomy and the significance and research methods of this thesis. The main body is divided into three chapters. The first chapter, analyzing the villager autonomy system’s development process and assessing the overview of the development of villagers’ autonomy for thirty years, argues that villager autonomy is the major political participating form in grass-root villages, paving the way for following content. The second chapter summarizes the typical problems existing in the villager autonomy and argues in details considering the field research in Luoshui town. The third chapter, starting from the modernization trend of the rural society, proposes countermeasures and suggestions to how to effectively solve the problems that exist in the current villager autonomy.
