The 21st century is the knowledge economy and society Age, The human resources has become the most important resource in our times. The modern public management theory believe that establishing an effective incentive system and realizing the human resource maximum returns Is the important content of public management and the guarantee to achieving organization goals.Zhangjiagang Local taxation bureau is a case in this passage. It analyzes the construction of the incentive system for grass-roots civil servants based on the investigation of satisfaction results on incentive system, it believes that there are some problems in the process of the incentive system construction activities. It also puts forward some suggestions on the construction activities of the incentive system from General principles, goal orientation and path selection.
