People is the most fundamental factor in so many factors of production. Along with economic development and the improvement of people's educational level, human resources has become a decision resource whether an organization can have an efficient operation.So as the government, the rational development and management of civil services have become the key issues to improve the administrative efficiency. The main contents of civil service management is the arrangements of civil service positions,and how to achieve a steady state between civil services and their jobs is the issue that my text want to explore. Management of people-oriented concept is an advanced management ideas,people-oriented concept emphasis on respecting for human beings, emphasis on metting the demands of human self-development and self-realization. At present, the people-oriented's limits of arrangements for civil service positions,making a lot of problems appears in the arrangements for civil service positions. This paper analysis the problems and causes of the current arrangements of the civil service positions from the people-oriented perspective,so we can find out the path to achieve the people-oriented arrangements for civil service positions. |
