Public Spirit Cultivation Research Under The New Public Service Horizons Civil

With academic lively discussion on the public domain, public, civil society andthe civil service awareness, service-oriented government and other issues, the publicspirit of civil servants is becoming a theoretical and practical issues of concern. On theone hand civil society and citizens have become increasingly demanding on the qualityof service and spirit, on the other hand civilservants are often faced with civil society inthe spirit of today’s crisis is widespread concern. Lack of public spirit for governmentand society has become an urgent problem.In this paper, through the new public service perspective, with reference to thelatest achievements of domestic and international research on civil public spirit in thesystem explains the basis for the new public service theory and civil public spiritconnotation, by contrast and learn from the experience of cultivating public spirit ofcivil servants, in-depth analysis of the current situation of the development of moderncivil public spirit, poor performance and cause analysis, to further clarify that theGovernment under the new public service theory " serving, not steering." On the basisof these theoretical and practical, the author face to the current lack of public spiritCivil phenomenon presents cultivate and improve the civil service some ways andpublic spirit, I hope in the pursuit of good governance and harmony of contemporaryChinese society, material, system, from the spirit of multiple angle to foster andenhance public spirit of civil servants, enhance the level of government services, aswell as building service-oriented government and contribute to a harmonious society.In this paper, I used literature analysis, case analysis of multiple researchmethods, comparative analysis method, a public service by the new perspective of aspecial study carried out for the spirit of this special group level civil servants, civilservants trying to cultivate the spirit of seeking common theory and guidance practice.
