In recent years,China stepping to the social transition period,the ecological,economic,social and cultural contradictions accumulated by the extensive development of one-sided pursuit of speed have begun to surge,but the current institutional framework can not effectively respond to and deal with them.On the contrary,it is precisely because of the lack of perfect system supply that the growing needs of the people can not be fully expressed and realized,making the out-of-system scheme an important option,even showing a high-frequency trend.In the Inernet Age,mobile Internet and social media platforms are growing fast,providing inexpensive and efficient ways for citizens to express and mobilize their demands.Driven by certain specific interests and demands,netizens create and disseminate public opinions,promote the gathering of network mass events on some central issues of network public opinion.They exploit the pressure field of external environment by using both magnifying and focusing functions of the Internet,and promote the realization of their own interests.An unavoidable reality is that there is no mature and effective intervention strategy for network mass incidents.On the one hand,with the situation of social governance that has not yet formed,the main responsibility of network mass incident governance still falls on the side of the government,and the motive force of governance at the social level is fully recognized and mobilized.On the other hand,the government should still take "Maintaining stability"and "Controlling" as the main measures,and the effect of mediation is not satisfied,which often leads to disputes about the legitimacy of acts,and often deepens the negative degree of network mass incidents.This paper argues that we can focus on the two dimensions of public opinion of network mass events:dissemination and content,and explore the interests and demands of the participating groups.On this basis,we can build an institutional framework and corresponding governance strategies.Therefore,through case study,using content analysis method based on computer natural language processing and Sina Weibo as data source,this paper deeply excavates the public opinion connotation of "Shouguang flood" network mass events,grasps the dissemination structure and law of event public opinion,combs the distribution and changes of network topics and netizens' emotions,and explores the expectations and complaints reflected by netizens' comments.On the basis of this,the possibility strategy of good governance of network mass incidents is constructed.This paper finds that network mass incidents tend to present a convergence of interests and demands of different groups,mainly including:Parties seeking attention and assistance from outside the system;Spectators recognizing and commenting on public events;Opinion leaders taking advantage of the situation to build network influence;Ordinary netizens using hotspots to realize social value and so on.We should construct a matching governance mechanism and strategies,such as:Improving the mechanism of interest expression;Putting the authority voice back in the process of communication;Improving the ability of public opinion monitoring;Establishing the mobilization mechanism of social governance forces such as opinion leaders;Building positive energy topic to and constructing the topic direction matching the needs of the audience.
