Study On Institutional Guarantee Of Basic Public Services Equalization Of China

Over thirty years of reform and opening up, China has undergone enormous changes. Although with the sustainable economic development, rapid expansion of financial income scale, distinct improvement of the level of equalization of basic public services, yet we should be clear that China is in a critical transformation period from survival society to developmental society, and the contradiction between public services and the comprehensive rapid growth of public demand of the whole society, the shortage of public goods is rather prominent. The gaps on enjoying basic public services including compulsory education, public medical care, public health, social security, infrastructure construction among urban and rural areas, different regions and groups are gradually widening, which goes against the coordinated development and harmonious progress of the economy and society, also the realization of social justice and fairness. Thus, continuous improving of supplement level and gradually realizing equalization of basic public services is urgently needed to be reached. We did certain exploratory research on how to realize the equalization of basic public services.I arranged my research in four parts.The first part, we commenced on the basic concept of equalization of public services, focusing on the significant importance of the realization of basic public services equalization.The second part, we systematically analyzed the institutional barriers of realizing basic public services equalization our country is facing. For instance, public financial system has not been set up and perfectly advised; government oriented for public services still needs to be perfected; uniform basic public services system among urban and rural areas has not been established; legal system is not wholesome, and the existing public services lacking efficient constraints and incentive system. Including public finance system has not been established and improved; public service oriented government has not been perfect; a unified system of basic public services has not been formed; legal system is not perfect and the existing lack of effective public service constraints and incentives.The third part, on summarizing the experience of basic public services equalization in Canada, the United States, Germany and other countries, we obtained useful inspirations on equalizing our basic public services: establish scientific transfer payment standard; rational distributing the powers of authority office and property of governments at all levels; carrying out horizontal transfer payment system; making the government affairs public and transparent. The fourth part, to realize equalization of basic public services in our country, we proposed relevant suggestions: To perfect continuable financial support system; accelerating the development of public services government; establishing uniform basic public services system among urban and rural areas; perfecting legal system of basic public services equalization; establishing efficient constraints and incentive system basic public services equalization and so on. To supply institutional guarantee for realizing equalization of basic public services in our country.
