Study Of Social Support To Handicapped Person In Sichuan Rural Area

It is an inevitable problem in China that we have to face up with. That is the Rural Issues. Besides that, more than 26 million disabled people living in this country. And among the 26 million disabled people,70 percent of them are farmers as well. Therefore, those disabled people living in rural area deserve more concerns than the normal ones or people in urban area. That is why they are chosen to be the object of this study.Rural economic and social developing has been the overwhelming concern in the twelfth five-years developing period, and Chengdu which is the capital of Sichuan province is chosen to be the experimental area of some series of policies. It is considered as both an opportunity and challenge to Sichuan province and also to the development of rural disabled people.Traditional services to the disabled people had a low efficiency and a high demand of social resources, which can seldom get those poor people out of the miserable circumstances. What's more, the psychological needs of these people are always denied. That is why this analysis is made. It is trying to figure out one way of combining these existing resources used to help them and decreasing the wastes by constructing a new system or network based on the social support theory. It is hoped that this new project can endue more social capitals and help to recover their social life in the future. Besides, it is also the aim of this analysis to explore those potential resources willing to be contributed to help the disabled people, such as the NGOs and local communities which need to be leaded and trained so as to be more efficient.There are five chapters of this research. And the main structure is following the traditional logical path that is to exploring, analyzing and solving. The data as the basement of this research are mainly coming from the result of the second national sampling census of disabled people in 2006 as well as some from the reports of the development of the disabled people in Sichuan province. ChapterⅠ, introduction. In this chapter, the history of social support researching and several editions of the concept of social support are introduced as to narrow its meaning used in this article. Meanwhile, some other confusing terms are explained to be distinguished from each other in both format and functions.ChapterⅡ, analysis of the present system. Needs of the disabled people in Sichuan province are described through a process of digging out the characteristics and current situations of them. It has been found out the needs of disabled people in rural area of Sichuan province are variety and urgent owning to the long time ignoring of their needs in both physical recovering and psychological therapy, for instance, job instruction, skill training, anti-poverty project and special education.ChapterⅢ, present supports researching. It has been isolated from the previous part in order to gain an integrated version of the present system from the sight of the support suppliers. It turns out that social security system of rural disabled people is not going well in many aspects. Expect of the lower insurance rate, the public service facilities in local community is of high deficiencies. And there are much blank spaces for cultural services to rural disabled people. The gap between rural and urban area is exaggerating.ChapterⅣ, defects and reasons. Based on the analysis above, it can be concluded that the present social support system of rural disabled people is inadequate, uncoordinated and decrepit. The reasons contribute to these defects might be classified into three aspect, that is economic, constitutional and social factor.ChapterⅤ, suggestions. As to solve the problem discussed, a renewal system is invited. This refreshing system is aim to realize the fully utilization of the social resources, satisfy their needs in every aspects and finally help them recover both physically and psychologically. To make the goal, the NGOs and local communities have to fertilized and the family which the rural disable people live with together must be helped.
