The system of taking-in civil servant, a commonly adopted system by governments of other countries as kind of personnel management system over the world at present, plays a very important role in modern state system. The predisposition of the civil servant decides the quality of the public service of our country and exerts a subtle influence on trend of social value.In recent years, it is relative fair in the procedural level of written test in the taking-in of civil servant attributing to the persistent reform. However, there are still the phenomena of black case work and corruption in interview part as well as general appraisal.Therefore,this paper,ueing the study methods such as:document analysis, cases analysis and so on. on the basis of analysizs the background,rexiews,significance,etc, first of all, illusttrates and clarifies the civil service examination system and a concept of history,and the standards of the system of taking-in civil servant.Then,this paper analyzes problems and reasons of the system of taking-in civil servant. In the end,it is necessary to study deeply from the perspective of government internal control combined with external supervision to realize the equitiveness of the system in taking-in of civil servant. The author think following institutionalized measures should be considered to maintain the equitiveness of the system in taking-in of civil servant: build the control mechanism of government internal control, set up scientific theory as guidance, improve related system in rules and regulations, adopt news live telecast and specialized supervisor system to make breakthroughs and innovation in taking-in methods, make distinction between the enrollment restriction, abolish the restriction in residence registration,simple education and physical and bulid the multi-tiered, multiangle and multi-dimensioned work mechanism with the features of bottom-up and joint participation of the society.
