Since the 19th CPC National Congress,our government has been continuously devoting efforts to pushing multidimensional reforms in depth and is also becoming more and more complete in its accountability mechanism for conducting civil servant's omission and slow acting as a responsibility according to law.With the concerted efforts of governments at all levels,the mechanism has been widely used in our country's civil service system and has played a significant role.The application of civil servants'accountability mechanism is of great significance to promoting the government by law and building a responsible government.As an important part of the accountability mechanism,"blame and resign" should play an important role in promoting social fairness and justice and promoting the building of a socialist country ruled by law.Although the resignation of blame and resignation has developed into a normalized mechanism in foreign countries,the system still has some room for improvement and development in terms of its operation and practice in our country.This article takes the consummate path of the resignation system as the research object of civil servant,through the research of a large number of documents,horizontal and vertical comparison,and theoretical case analysis methods.Looking at the practice and development of China's system of taking the blame and resigning,there are mainly two major problems:one is the issue of system design which includes the applicable object,the main body of responsibility,the standard of responsibility,and the authority;the second is to cover the scope of accountability and implementation procedures,Implementation process,follow-up management of blame resignation,including the implementation of the system.In view of the above problems,the author finds out the following reasons:First,the infiltration of official-oriented thinking and the lack of awareness of the responsibility of public officials and some of the public caused by the main body of the constraints;Second,due to the lack of appropriate oversight mechanisms,government information disclosure Not high,political,administrative system related defects caused by inadequate support measures.In order to solve the existing problems in China's current system of resignation,and to promote the further improvement and development of the system,the author,based on the successful cases and advanced experiences in foreign countries,puts forward the following views:Firstly,it is necessary to improve the system design for taking the blame and resigning from the scope of application,applicable subject,applicable conditions,accreditation standards,accountability system and accountability procedures;Secondly,it is necessary to improve relevant supporting mechanisms through the establishment of post responsibility mechanism,the implementation of open government affairs system and the improvement of supervision and operation mechanism;Thirdly,it is necessary to strengthen the concept of fostering social responsibility,expand the political participation of citizens and create a good atmosphere for public opinion so as to guide the creation of a good social environment.Finally,it is necessary to strengthen the administration ethics of civil servants by strengthening the legislation of civil servants' administrative ethics,raising the standard of professional ethics of civil servants and strengthening the supervision of administrative ethics of civil servants the promotion.
