Since the reform and opening up,the party and the government have paid more and more attention to the important role of think tanks in decision-making consultation,and have attached importance to,care for and supported the construction of think tanks from all aspects.The Shenyang Municipal Government think tank has achieved remarkable achievements after several years of development.It has become a powerful guarantee for the introduction of policies by the Shenyang Municipal Party Committee and the Municipal Government.But there is still room for development and improvement.Shenyang is the core of the old industrial base in Northeast China.It is at the critical stage of the transformation and upgrading of economic and social development.It is deeply researching the construction of government think tanks with Shenyang characteristics,providing professional,constructive and practical for the scientific decision-making of municipal governments.It is necessary to actively use the policy recommendations for the construction of the all-round development of the Shenyang area.The author discusses and studies the concept,characteristics and content of knowledge management theory through the analysis of literature data.It also expounds the relationship between knowledge management theory and government think tanks.At the same time,through the communication with the leaders and staff of the Shenyang Municipal Government think tank and the reading of the research results of the Shenyang Municipal Government think tank,fully understand the work content,staffing and infrastructure configuration of the Shenyang Municipal Government think tank.From the process level of knowledge management,namely knowledge generation,knowledge accumulation,knowledge exchange and knowledge application,the status quo of Shenyang municipal government think tank is analyzed.In the research,it was found that there is no change in the way the government think tank knowledge is generated,the government think tank knowledge storage is short,the government think tank knowledge circulation is not smooth,and the government thinktank knowledge application effect is not good.Afterwards,through in-depth analysis,the knowledge base including the lack of service decision-making in the region was summarized.The government think tank knowledge sharing platform was not perfect.The government think tank lacked an effective evaluation system.The government think tank research team had low vitality and development potential,and lacked compliance with the Internet.+ Five questions about the innovation of the times.Through summarizing the achievements of knowledge bases in knowledge management at home and abroad,we draw on the experience and achievements that are beneficial to the development of Shenyang City's think tank.At the end of the article,from the perspective of knowledge management theory,this paper proposes to establish a knowledge base for service decision-making in the region,establish a knowledge sharing platform,establish evaluation criteria based on knowledge application effect,establish a training and revolving door mechanism for think tank experts,and build "Internet + The government think tank "platform" measures.
