Our country is in a special period of social transformation, social phenomenonappears to be more complex than ever before. There are many factors that could causea public crisis more than ever. China has full access to the Internet for19years since1994. The number of Internet users has reached564million at the end of2012.Withthe development of Internet technology, the influence of online media as an emerging"IV media" on society and government is increasing. Public opinions on the networkhas made public crisis events happened more frequently, last for a longer time andinfluent more places than before. It is very important to do research on thecharacteristics of Internet space and public opinions on the network. So that we canstudy on the mechanism of how public opinions on the network triggers public crisis.Then we could know how to prevent public crisis and how to handle it properly.The writer uses these three research methods to write this paper: comparativemethod, case analysis method and literature study method. This article provides someadvices on mechanism of public crisis management on the basis of public opinions thenetwork through study on the characters of public opinions on the network, theelements, reasons, process and consequences of public opinions on the network, theexperiences the government’s responses.The first part of this paper introduces the research background, purpose,significance, framework, research methods and innovations of this paper. China haspool experiences of use public opinions on the network to handle public crisis.Therefore, it is very important to study the role of public opinions on the network inthe government crisis management for the government so the government can beskilled use of the skills to deal with the crises triggered by public opinions on thenetwork to maintain the people interests, to strengthen the social and publicmanagement.The second part of this paper describes the concepts of public opinions on thenetwork of and public crisis. This part also introduces some theoretical basis of thispaper: The Butterfly Effect, The Spiral of Silence theory and The Group Polarizationtheory.The third part of this paper analyzes the elements (irritant incident, the commonexperience of Internet users, Internet users, the public media) and consequences(damage to the image of the government, reduce the credibility of the government, undermine the legitimacy of the government) of the public crisis that caused by publicopinions on the network. This part analyzes the stages of public opinions on thenetwork: gestation, diffusion, outbreak and attenuation.The fourth part of this paper discusses factors how public opinions on thenetwork affect public crisis management. The factors include two aspects: externalfactors and internal factors, development and resolve. This part analyzes the role thatthe government, people and media play in public crisis management.The fifth part of this paper discusses how to deal with public crisis on the basisof public opinions on the network. There are five aspects: laws and system; improvethe response of public crisis and decision-making efficiency; supervision mechanismconstruction of public opinions on the network; personnel development of publicopinions on the network guidance and public crisis management; construct network ofpublic crisis information communication.The innovation of this paper is displays the full vision of the interaction betweenpublic opinions on the network and public crisis. It contains the whole process frompublic opinion on the network gestation until public crisis occurred and the solution.The deficiency is that the level of education and energy are limited, the writer has dogood enough on the technical issues of network monitoring and analysis of publicopinions on the network. The writer is lack of experience on public crisis managementpractice, failed to take full account of other factors and should be continuouslyimprove that weakness in later learning and study.
