The performance appraisal of local government work is an important means of the government's self management.It is an inevitable requirement to implement the requirements of the central government,to speed up the construction of the organization and to fully implement the overall layout of the five in one.The introduction of the performance appraisal into the management of local government is not only a change in the traditional administrative management concept and administrative system,but also an important way to innovate the management mode of the government,improve the administrative efficiency and improve the level of the ruling level.How to effectively use the work performance to objectively evaluate the administrative ability of the local government,supervise the local government to implement administrative behavior,improve the work style of the administrative organization,optimize the means of administration,mobilize the enthusiasm of the public officials,close the relationship between the local government and the people,improve the administrative efficiency in an all-round way,and achieve a good administrative efficiency.It has become an important topic to be studied in China.On the basis of studying the research results of "government work achievement" at home and abroad,this paper adopts the system analysis method,empirical analysis method and qualitative analysis method to study the background,the explanation theory-the present situation-the study of the cause-the experience-the solution approach.At home and abroad,the government builds the advanced experience of work performance,analyzes the present situation of Panjin municipal government work performance,and summarizes its achievements,and finds that there are many problems,such as the relative backwardness of the performance management concept and the shortage of the institutional environment,and the in-depth analysis of these questions and deficiencies,and the discovery of the problems resulting from the problems.The reasons are: the concept of work performance assessment is relatively backward,the assessment work lacks effective norms,the assessment system is not perfect,and the assessment methods are backward.After studying the above reasons and combining the actual situation of Panjin City,this paper puts forward the principles that should be followed in improving the work performance appraisal,and puts forward specific solutions.Through the study of the performance appraisal work of Panjin municipal government work,this paper holds that the development of the performance assessment of local government work presents three trends: more attention is paid to the diversification of the assessment subjects,more attention is paid to the establishment of the protection mechanism of rights,and more in-depth exploration of the construction of the system of building work performance fraud prevention.And improving the performance assessment of local government work is not completed overnight.It is necessary for all walks of life to achieve a long period of effort.At the same time,the actual situation in various regions should be paid attention to in this process,and the existing experience and formula should not be copied,and it is necessary to play a positive role.The initiative of the local government to carry out work performance appraisal work innovatively.
