Research On The Government Responsibility Of Huang Pi District In Rural Old-age Security

As the country's increasing aging population,aging degree is increasing.The national bureau of statistics data show that by the end of 2015,China's aging population aged 60 and above has reached 220 million,accounting for 16.1% of the population,that is to say,every 6 people,one man is the old.How to solve this problem,especially the old-age security in rural area,is the key to establish a set of rural old-age security system.It has influenced the people's livelihood,national economy,national rise and national security.Facing the rapidly aging society,the political bureau of the CPC central committee in 2016,held a special meeting on May 27.General Secretary Xi Jinping clearly put forward that promoting the development of old-age care need to uphold the party's leadership,government's leadership,social participation.How to build the old-age security system full of Chinese characteristics(especially the rural old-age security system)has become a major topic that needs to be further researched urgently in the academia.Farmers is the biggest social classes and interest groups in China.For the urbanization and industrialization degree is higher and higher,the grass-roots government,playing an important role in the guarantee of rural pensions,has the most important responsibility in rural old-age protection.However,many governments deviation on the understanding of rural old-age security and uncertainty of the category of responsibility restricts the implementation of rural old-age security system and the development of rural old-age security.HuangPi district of wuhan is the largest area of rural elderly population in wuhan and it is also my hometown.I go back home every time contacting with a large number of rural elderly people and begin to pay attention to the rural security problems,policy environment and practical difficulties.I research the government responsibility on rural old-age security in HuangPi district of wuhan city and what responsibility the government should shoulder.What's more,I also research the government's deficit of the responsibility and the cause of the phenomenon of the responsibility missing.Finally,I put forward the proposal to strengthen the rural old-age security of responsibility of the government.Through studying the case of HuangPi district,I want to provide valuable reference.
