Study On The Village Official Of The Villager Autonomy System

As a country's grass-roots unit, villages play an important role in constructing our country. Our government attaches great importance to rural development. In the 17 party congress report, our mentions the goal of primary-level democracy construction. Rural development was depending on the rural political organization, that is, villagers' committee under the system of self-governance for villagers. The village official sat at the heart of this organization, and play an important role for rural government. Looking from the historical perspective, this article mainly studies the role of village official and the performance of village official under villager's autonomy. In the perspective of politics, this article analysis the reason why the village official have dual role. To take the specific country's village official for an example, this article hope to propose its own view on the role conflict of the village official.In this essay, it consists of five parts. Chapter one is focused on the research framework of village officials, define the role, and make brief introduction of town in the specific case. Chapter two introduces the historical transformation of village official. In the perspective of politics, this chapter divide governance of our countries into three period, including small peasant economy, the commune period and the period of villagers' Autonomy. Each period has its characteristics of governance, and the performance of village officials is not the same in each period. It mainly concludes the squire autonomy in traditional time, the village official's authority governance in the commune period, and the village official management of daily affairs in the period of villagers' Autonomy. Chapter three is the keystone of this article, it mainly introduce the village official under villagers'Autonomy. Chapter 4 is deeply analysis the dual role conflict of the village official. These conflicts conclude the conflict of country governance, the conflict of the village management division and the cultural affect contradictions. Chapter five put forward some reasonable proposal to solve these contradictions and deepen the reform of country system. To prefect the country regulations and improve self-quality of the village official, this article hope to solve the role conflict of the village official under the system of villagers'Autonomy.Putting the role of the village official in a specific reality condition, this article use the combination methods of literature review and practical case study, and deep analysis the performance and outstanding problems of the village official. So, we can draw a conclusion that the village official's role conflict represents the contradiction between the defect on current system and the role selection of village official. In view of this conflict, this article put forward some reasonable proposals to solve role conflict of the village official.
