"City is our common home, the public is the master of the city."Indeed, the public participation in urban planning is the proper meaning of the city. In the interests of an increasingly diverse society today, only by establishing a public participation system in urban planning to ensure that planning authorities can better understand the public will to resolve the conflict of different stakeholders, thus enhance the acceptability of decision-making and the legality of urban planning.In addition to introduction and conclusion, the article includes four chapters: the first chapter is about research foundation of public participation in urban planning. This chapter firstly defines the concept and then tries to explain the necessity of urban planning from the two approaches of administrative legitimacy and democratic theory. The second chapter selects American and Japan as the object of comparative study to introduce the system and experience of public participation in urban planning abroad and make a simple comparison of them. The third chapter aims at giving a survey and assessment to the practice of public participation in urban planning. This chapter comprehensive assessments our country's public participation system in urban planning by making a analysis of the legal basis and the system status in urban planning. The fourth chapter is about innovation of public participation system in urban planning. From the legal protection, an organizational mechanism, the form of participation and other control system, and also discusses the introduction of consultative hearing system.
