The phenomenon of migrant workers has been existed for a long time. As time passes by, the division within this group also began to appear and new-generation migrant workers have become the main force. Whether the new-generation migrant workers can settle in the city and change their personal identities to citizens, not only affect the level of urbanization, but also is the key to successfully solve rural issues. Recently, in order to promote the changes from farmers to city residents, our country has issued a series of incentive policies. However; through the investigation we found that these favorable policies did not receive the expected results in reality. A substantial proportion of the new generation migrant workers show high dependence on the informal institutions, meanwhile the identity to the formal institutions is low; they are unwilling or avoid using them.Based on the statistical data and interviews, this article describes the usage of institutions and attempts to analysis the causes and results of the informal institutions, from the informal and the formal institutions and the peasant-workers characteristics three aspects. We also try to propose the countermeasures. |
