The urbanization of contemporary China has encouraged a large number of therural population conversion&citizenization, which is the inevitable trend ofdevelopment of human society, also the general features and the universal law ofmodern development of developed countries.At present, the new generation ofmigrant workers has become the main body of China’s industrial workers.Urbanization of the new generation of migrant workers has a very importantsignificance on China’s urbanization, industrialization and modernization. The basiccharacteristics of the new generation of migrant workers-higher educational level butstill low vocational skills; more obvious industry tendency of employment&greaterjob mobility; stronger will of citizenization but the vast majority want to continue toretain the contracted land and homestead; higher levels of income&strongerwillingness to pay; stronger community involvement will&mutual consciousness,and more rational means of rights.But, the obstacles that the new generation ofmigrant workers faced: institutional obstacles, individual obstacles, the citizenizationcost,and so on. The main measures to exclude obstacles of citizenization is thatreform the social management system, including household registration system andwelfare system; deepen the reform of rural land system and the land transfer; formintegrated employment system of urban and rural labor market; speed up theestablishment of the social security system suitable for the new generation of migrantworkers; accelerate the establishment of generous public service system; strengthenededucation and training to improve the overall quality of the new generation of migrantworkers. Only deepen the reform and legal and institutional,So as to protect thelegitimate rights and interests of the new generation of migrant workers, to achievecitizenization of the new generation of migrant workers really, and to further promoteChina’s urbanization level and modernization process.
