Study On The Development And Industrialization Of Pension Services Of China

For a long time, the family support of old age is the most elementary and leading mode of old-age support in China. However, due to the development of economy and social movement, the situation of the aging of population is becoming increasingly serious, which is showed with a characterics of"being Old before getting rich".Along with the increasingly marked trend of miniaturization of family and generation separations, the function of the family support of old age is continuously weakened. As a result, the traditional mode faces severe challenges. Old-age support is no longer a thing within the family, but is turning into a social problem, which needs the society to assume this responsibility. Because the service on old-age support in China is still in its infancy, it cannot meet the older age groups'multi-level and diverse need of old-age support. Unifying our country actual situation, study on the development of old-age support service is of great significance for both dealing with the aging of population and improving the overall welfare of society.In view of the situation of the unitary of social welfare system fund, the stricture of service object, the backwardness of management ways, the lowness of service level, the low quality of servicers, the Ministry of Civil Affairs posted a thinking that social welfare should done by the society in the middle of 1990s. And then in 2000, in the official opinion on how to fasten socialization of social welfare, the Ministry of Civil Affairs clearly promoted a general requirement to improve the socialization of social welfare, including diversification of investment, publication of service object, diversification of service forms, marketization of service operating mechanism and specialization of service team.Based on the background above, this paper firstly analyzes the evolvement course of our country's policy of the old-age support service , and finds the problems existed in its developing process, i.e. management system, service ways, service ideas, service means, work methods, governmental responsibility and the existed contradictions. Based on the problems mentioned hereinbefore, according to the advanced experience of the old-age support service in Hong Kong and the US, and market need of the old-age support service in China and cost-benefit analysis, we can expect that this industry has an wide earnings space. Therefore, uncultured and small-scale companies working on this industry should stick to the principles of large scale, high grade and standard. Persistence in conducting the older group to consume and its leading role with related industries will promote industrialization of the old-age support service.Finally, some policy recommendations, i.e. making clear governing body, switching government functions, developing diversification of the body, establishing long input mechanism, establishing mechanism of scientific design and decision, innovating service model, renewing service ideas, founding professional service teams, establishing effective mechanism of the implement of policies, perfecting laws, regulations and policies, should be put forward for the development of the industrialization of the old-age support service.
