The Study On Communication Problems And Countermeasure Of Preventing And Disposing Mass Emergencies In China

With the reform going deeper and the outward open extension,our country has been involved in a continuous economic social and minds transition period .During the transition period, our country's social structure has undergone differentiation and structural reintegration. The development has accumulated a lot of social conflicts and unstable factors ,which cause potential and obvious crisis. The outbreak of mass emergencies, is a manifestation of this crisis. In recent years, the occurrence of mass emergencies have affected the construction of harmonious society. In the early part of the incident using a mild form, but later gradually developed into violence, and even impact on the party and government organs and so on, which gives the local economic and social development great loss and impact, and some mass incidents get properly resolved in a short time. From lots of successes and failures cases, we can find that , communication mechanism is the critical point for government to prevent and dispose mass emergencies. The poor communication between government and public, has become an important reason of government can not prevent timely and effective response to mass emergencies. At the same, the poor communication has became an important factor of mass emergencies going violence. Therefore, this paper will explore how to effectively prevent and respond to mass emergencies in the view of communication mechanism.There are five parts in this paper :the first part describes the theoretical and practical significance of this topics, and summarizes the research situation. The second part Analyzes the current situation of mass emergency in China, Focuses on the introduction of the government management situation of mass emergencies,and the public awareness of mass emergencies. The third part ,points out the problem in communication mechanism of mass emergencies .The fourth part,Analyzes the reasons for the problems mentioned above, from internal communication Communication channel and Communication object . In the fifth part, the author references to the information flow system model created by Laszlo, builds an Information communication system model in mass emergencies. According the model , the author puts forward four suggestions: Improving the communication mechanism in the Government; Constructing the communication channels from public to government; Improvement the information communication mechanism of government to citizens; Establish an information feedback mechanism. The main contribution of this paper is the reference to the information flow system model created by Laszlo,and using it in the analysis of the communication mechanism of mass emergencies in our country. In the paper, the author builds an Information communication system model in mass emergencies, and puts forward suggestions to improve the communication in mass emergencies. This paper seeks to promote our government to establish a mechanism for mass emergencies communication, to make the government take initiatives in prevention and disposition, to resolve social contradictions and interest conflicts effectively and devote to the building of harmonious society.
