The world is currently experiencing a phase of demographic transition which is unprecedented in human history. Within 50 year from now, the world will for the first time ever see a panorama where the number of people aged over 60 will be larger than that of the young children under 15. So in this century, the world will inevitably have to face the challenge of population ageing. The"white hair wave"is approaching.Faced with the situation of population aging, the UN held two conferences respectively in 1982 and 2002, aiming at effective measures dealing with the increasingly prominent impact of population ageing in social, political and economic aspects.Likewise, our government has attached great importance and close attention to this issue. Based on China's condition and for the sake of fundamental interests of the senior residents, the government has taken it as a major strategic issue in economic and social development.As early as in 1999, the Chinese central government not only founded China National Committee on Ageing, headed by Li Lanqing, the then member of the central political bureau standing committee, but also established the development approach of "party-government dominant, social participation, universal care" and the long-term objective emphasizing the senior residents should enjoy"support for living, medical care, opportunity to teach and learn, freedom to work and access to entertainment", thus striving for a global strategic objective of"shared by all regardless of age".Based on an adequate probe into the national and international background of population aging and an overall analysis on the current situation, specialty and tendency of population ageing in China, this paper makes an in-depth comprehension of the present existing community security measures of urban residents, and by pointing out its deficiency and inefficiency, puts forward the idea of"active aging"and from this perspective proposes relevant countermeasures. In addition, through study on community security measures of urban residents in advanced countries, especially experiences from Japan and the USA, the paper provides quite a few suggestions on the construction work of active ageing in China, so as to contribute to the perfection of the community security system of urban residents, and therefore help our country obtain continuous sustainability in economic development in a peaceful and steady way in the transition of population ageing.
