Research On Governance Of Cadre Personnel File Fraud

As the Communist Party of China is being progressively strict with its discipline in an all-round way,Party committees at all levels have launched a special project of verifying their members' personnel archives so as to strengthen the supervision and administration on CPC cadres.Deliberate fraud cases have therewith emerged that involve archives counterfeited by Lu Enguang,a former member of Ministry of Justice,and Qiu Haishan with his gang,former members of Luyi Public Security Bureau of Henan Province.Their appalling behaviors flabbergasted people and severely tarnished the image of the CPC and China,Prevent and govern cadre archives to make false already extremely urgent.By sorting out the problems existing in the current management of cadre and personnel files,this paper comprehensively analyzed 27 cases of cadre file fraud cases collected,and focused on analyzing 5 typical cases of cadre file fraud cases,it has been concluded that the main reason of the cadre personnel file falsifies are that the cadres' ideals and beliefs are not firm,the consciousness of integrity is weak,the management mode is single,the daily supervision is not strict and the construction of regulations on cadre and personnel files is slow.With the help of public management theory and other experience,this article advocates that(1)CPC cadres should enhance their political standpoint,hold fast to their political faith;(2)Promote the construction of credit system,improve the sense of integrity of cadres;(3)the state shall make overall plans for the management of cadre and personnel archives,archives department collects information about cadres,such as household register,employment,social security and credit information,establish personal information database,as part of the cadre and personnel files,sufficient proof cadre archives information true and false,comprehensive master the information of cadres;(4)It's needed to push forward the reform on cadres' personnel archives administration system and perfect the way of administrating the archives through digitizing the paper archives and backing up database in order to prevent the paper archives from being tampered,obliterated or counterfeited on purpose;(5)We will complete the file management personnel,strengthen the daily supervision;(6)We will improve the construction of relevant laws and regulations on cadre and personnel files,and severely punish forgery;(7)We will expand channels for publicizing information about government officials and increase oversight by public opinion.Only by doing these can it be possible to guard against and intervene counterfeited cadre archives more effectively.
