Non-governmental Organization (NGO) has a significant impact on the global political and economic development.With the acceleration of globalization, Non-governmental organization in the international community has become increasingly prominent role and an indispensable role in global governance. How to overcome the limitations,play a more active role,while Non-governmental organizations in the international community can reasonably activities on global and regional political, economic, and cultural, human rights, environment effective participation and other issues to resolve. And under what conditions the Non-governmental organizations can achieve the dominant position of international law issues; those are current international hot issues of concern.This paper first reveals the characteristics and the concept of Non-governmental organizations, as distinct from other organizational entities should be at least non-profit purpose, commitment to service public utilities, and must also be established by lathe properties of Non-government. Then this paper, the evolution of Non-governmental organizations through production, steady growth, rapid development and expansion of the era of globalization and other processes described, come to the conclusion that the Boom of Non-governmental organizations is closely related with contemporary globalization. In Chapter 2, this paper autonomous Non-governmental organizations, limitations for further analysis in order to acquire or deepen the understanding of that they are not perfect, and various claims value goal, subject to a series of external factors and internal factors.The focus of this article is chapter 3,4,5,6. In which Studies that in contemporary international law perspective, the role and the status of Non-governmental organizations, both need to compare, analyze Non-governmental organizations and other subjects of international law relationships between the horizontal, but also need to look at non-governmental organizations and international law, empirical connection, only this way Non-governmental organizations may be to study the status of international law. In Chapter 3, the comparison and analysis of Non-governmental organizations and national, intergovernmental international organizations and the United Nations in global governance relationship between are essential for global governance and democracy, that's an important particip ant; in Chapter 4 in empirical described NGOs as a transformative force in the development and implementation of international law in various areas plays a vital role, especially in monitoring the implementation of international law issues, to make up for the national non-governmental organizations which intergovernmental lack of; in Chapter 5, this analysis pointed out that NGOs in ECOSOC consultative status and those in the International Court of Justice to obtain the status of consultants reflected the era of globalization emphasizes real diverse, multi-layer, multi-oriented governance model results. In the last chapter, this article attempts to create and construct some of the conditions of Non-governmental organizations in theory, international legal personality status of theoretical level, noting that Non-governmental organizations to obtain the status of international legal personality of a hopeful future.
