Performance management is an indispensable important component to the human resources management system in any organization, and it is also the core of human resource management as well as an important way to obtain useful information by other human resource management activities. Besides, it is a vital support for an organization to develop healthily and win competitions.In recent years, with the continuous development of China's administrative system and the further amendments of Civil Servant Law, it is how the government uses scientific means such as performance management to give full play to improve organizational efficiency that has become a hot topic. Nowadays, the importance of performance management gets more and more attention in public departments in China with a constant innovation of management concept as well as appraisal system. However, there are still many problems to be solved in process of implementation of the whole system, indicators and methods. Moreover, some prominent problems arising in the performance management has become the bottlenecks to restrict further development of the public departments.In this paper, based on the working practices and the actual development situation of grass-roots management agencies of state tax system in Nanjing, learning from advanced theories and examples of performance management at home and abroad with integrated use of performance appraisal theories concerned, the author proposed realistic, scientific and rational suggestions on management of performance focusing on prominent problems arising in the performance management of the state tax system in Nanjing City and tracing their source with detailed analysis through theoretical analysis, empirical analysis and comparative analysis with the purpose of improving the current situation, giving full play to improve administrative efficiency, achieving the health and sustainable development of the organizations and providing reference for performance management of other public departments.
