A Research On The Functions Of Government In The Public Crisis Of Our Country

Since the enforcement of China's reformation and opening policy, Chinese society has gradually came into a historical period when social political system and economic system are undergoing a sharp transition. Although China in transition period has achieved remarkable successes in economy, politics, science, technology, culture, and many other fields,it accumulates and hides all kinds of social and natural contradictions in the transformation process,which are increasingly prominent and may be sharpened at any time and upgrade to public crisises to threat the social stability and prosperity and the sustainable development. In recent years,the public crisises erupted repeatedly told us such a fact that public crisis is just in the transforming process from the nonnormal state of occasional eruption to the normal state of frequent eruption,and natural crisis and social public affairs crisis are presenting the rising trend.Because public crisis has burstiness, uncertainty, radiation, great destructivity and other characteristics, once outbreaking, it will inevitably endanger public safety of life and property and social stability.If the government deals with public crisise management improperly, the existing normal social order will not only be damaged, but also the government image, the public credibility and authority will suffer from some damage.Therefore,in public crisis management, the rational and effective working of government functions will directly influence the stability of national politics and the sustainable development of social economy.The government, as the provider of public goods and services, has the the basic functions of social management, and because of the government's authority, good ability in organization and coordination, and the undoubtable ownership and distribution to the public resources, all of these determine that the public crisis management is the important function in administrative management activities.Hence, Exploring how to rationally make full play of the functions of government in public crisis management can not only provide a solid theoretical basis for public crisis management practice,but also further deepen the theory related to government crisis management.This paper is based on the writing idea of discovering problems, analyzing problems and solving problems, mainly using the theories related to public crisis management as the guide, and comprehensively applying the research methods of documents analysis method, case comparative analysis, linking theory with practice and so on.The thesis adopts the dalian new port "7.16" event in July 2010 and the gulf of Mexico oil leaking event in the same year as the case analysis materials.Through the depth excavating contrasts between the two homogeneous public crisis management events which happened just in the same period in the aspects of the public crisis monitoring and warning mechanism, the public crisis information publication mechanism,the public crisis social participation and resources guarantee mechanism, and the public crisis rehabilitative management mechanism. The thesis makes an objective analysis of the advantages and shortages of our government in public crisis management which can be concluded from the contrasts between the public crisis management of our government and the public crisis management of U.S. government.Making the conclusions from contrasts as the breakthroughing points, the thesis puts forward perfecting suggestions in view of the functions of government in China's public crisis management.
