A Study On Implementing Professional System Of The Deputy To The People's Congress In China

In China, the current part-time representative system exerts the certain function in the process of socialist democratic and legal construction. But, from the current condition of part-time represents' function and the developmental trend of the world democratic politics, implementing professional system of the deputy to the people's congress is necessary and urgent. And in China, comprehensively implementing professional system of the deputy to the people's congress may make the deputies to the people's congress play more role,so that the people's congress' power can be brought into full play, but many difficulties lies ahead of us, this will be a systematic,complicated,gradual progress. The thesis mainly uses the methods of documentary survey and positive survey, it analyzes the proplems of Chinese part-time representative system's emergence and operation at first, and indicates the disadvantages; then, it analyzes the advantages and difficulties of implementing professional system of the deputy to the people's congress in China; then it analyzes foreign professional representative system(members of parliament), and indicates the enlightenment of foreign succeessful experience about professional representative system (members of parliament); at last, the thesis further explores how to implement professional system of the deputy to the people's congress with the reality of China.
