The Study Of Government Research Liability Issues In Rural And Urban Residents Social Pension Insurance System

Urban and rural residents of social endowment insurance system is a historic useful policy,which is an important link in the whole process of endowment insurance system,also is the important content of upholding the legitimate rights and interests of urban and rural residents.The insurance system can promote the development of the socialist market economy and maintain social stability.The implementation of the urban and rural residents of social endowment insurance is helpful to break the urban and rural differences,promote the formation of universal social security system,to gradually narrow the gap between urban and rural,ease social contradictions and maintain social fairness,which have great significance.With an aging population problem is becoming more and more serious,the rapid development of urbanization,the declining ability of the urban and rural areas of land and family security,a large number of migrant workers work into citys,which improve the risk of rural residents and low-income urban residents.The social reality urgently call for a perfect rural old-age security system.Summed up the new China in the evolution of the development of the rural social security system,we can also see the Party and the government of social endowment insurance system of urban and rural residents make a lot of practical efforts to construction and reform,but the responsibility of the government is still very fuzzy and government subsidies mainly pension mode is not perfect.This paper studies the social endowment insurance system of urban and rural residents in China since the founding of the development process.According to the characteristics of the development of urban and rural residents in China,we divide the system development into three stages.We focus on the test results of the pilot program in three regions in the country,including four aspects which is government institutional setting,financial support,as well as fund managers supervise specific.We study the social endowment insurance system of urban and rural residents basing on Huanggang pilot situation which point to analyze the urban and rural social pension insurance liability issues and the reasons for the government in the implementation process of Huanggang City.Then,we put forward reasonable proposals to define government responsibility observations.Huanggang residents of urban and rural social endowment insurance system in government responsibility problems including:first pay cost is low and low to ensure treatment which cause the policy is unsustainable.Second,financial support is insufficient and executive force is not strong.Third,the concrete in the organization of business of the government work does not reach the designated position.The last one,currently the fund management makes the value of social security funds increasing difficult.To clarify Huanggang residents of urban and rural social endowment insurance system of government responsibility,the article puts forward four suggestions.First,the government need to take responsibility of setting system,perfecting the policy,reset the payment class,implements the cascade subsidy policy,improve to ensure treatment,strengthen policy appeal.Second,government should bear subsidies responsibility,clear division of power and financial power at all levels,establish a government financial provision for the basic old-age insurance system in urban and rural residents,increase financial investment into Urban and rural residents of social endowment insurance system.Third,we should strengthen the government's responsibility in handling the specific process,and enhance the enforce ability of the policy to strengthen the government's propaganda,which means to diversify and strengthen information technology to improve the degree of information disclosure.We also should increase the relevant funding to improve the grass-roots enthusiasm.The last one,government should bear the responsibility for social pension insurance fund and increasing the value of urban and rural residents.They can through the introduction of market-based investment management to increase the value of the fund and use state-owned shares to fill the basic pension insurance funding gap into the Urban and rural residents of social endowment insurance system.
