On American government's evolution of policy toward Taiwan, generally, historians like to divide the policy into several stages chronologically, and analyze what reasons the policy was caused and what results it may bring. That the U.S. started involving in Taiwan issue must be traced back to the WWII, especially after the outbreak of china's civil war in1948, the U.S. tried to keep Taiwan from the new regime on china mainland. At that time,complicated relations on The U.S.,the Chinese Communist Party,the Kuomintang and the Soviet Union,combined with the success of Mao's revolution and the outbreak of Korean war all are origins of Taiwan issue.From the born of new China in1949to the outbreak of Korean war in June,1950,the U.S. government's Taiwan policy was thought to experience changing from "abandoning Taiwan" to "separating Taiwan",and Truman's1·5declaration symbolized U.S.'s abandoning policy,declaring for The Cairo Declaration and supporting Taiwan's homecoming to the mainland,meanwhile the outbreak of Korean war symbolized interference policy.This paper begins with studying American government's policy toward China, especially its policy toward Taiwan after the shift of situation in china's civil war in autumn,1948,and lays special stress on American's evolution of policy toward Taiwan till the outbreak of Korean war.The key point is if the Korean war is the real turning point of American government's change of policy toward Taiwan or it is a continuation of American's old policy,or maybe we can say that it is Korean war offers an chance for the United States to intervene in china's internal affairs openly.This paper mainly includes five parts:First part is introduction.It introduces the purpose and significance of this topic, also including research review, research methods and the main line of paper.Chapter one: Taiwan issue is a result of china's civil war.American government's policy toward Taiwan is an important part of its policy toward China. So chapter one focuses on introduction of American government's policy toward China from1948to the born of New Chinese regime:from "helping Chiang Kaishek, anti-Chinese communist"to save sinking boat" to "keep distance from the sinking boat". With these changes, American government's policy toward Taiwan changes and section3in this chapter will center on it.Chapter two:American government's policy toward Taiwan from the born of new China to the outbreak of Korean war.This part is the key part.Because it shows some complexity and shifting.President Truman announced a declaration, January5th,1950,declaring that the United State admitted Taiwan is a part of Chian.However,this declaration possibly can not indicate American government's real position on this issue,it did not mean America would give up Taiwan.Chapter3:American government's policy toward Taiwan when Korean war outbroke.President Truman ordered the Seventh Fleet to Taiwan strait to block Taiwan's homecoming to China, out of afraid of international communist and state security, American government denied the territorial sovereignty of china toward Taiwan.Meanwhile, the rising up of McCarthyism in American government put an effect on change of policy toward Taiwan.This point should not be ignored.The last part in conclusion.the author mainly discussed American will never give up Taiwan because Taiwan's strategic and ideological significance to America.Besides, the author has three opinion, first, methods to a policy change doesn't mean change of the policy itself; second, Chiang kaisherk and American was not always on the same page.They also had disagreement on some issues.third, the outbreak of Korean war is more a chance than a turning point. And in the last of paper, the author expresses her concern and expectation about settlement of Taiwan problem.
