The Establish And Implement Of ISO 9001 Quality Management System In Public Departments

In the worldwide, the ISO9001 quality management standard was introduced into the public sector in the late 1990s. The public sector have established the international quality certification system and promoted the application of IS09001 quality management system actively. They have built a set of scientific and objective quality management system of public sector. It has been generally recognized. In China, in the private sector, the application of ISO 9001 quality management system has achieved a wide range of success. It has proved quality management to system quality management mode. To the government departments, these experiences can provide the scientific and effective method to promote institutionalized, standardized, procedural government mode, and to form the scientific, reasonable and efficient administration system, and to build a service-oriented government.First, this dissertation outlined the generation and development of ISO 9001 quality management system and "ISO 9001 phenomenon" in the world and pointed out the quality management has entered the era of quality management system. Secondly, the 2008 edition ISO 9001 standard family were introduced. Thirdly, the necessity of the ISO 9001 introduced to government manage system were explored divided three parts:the government functions transformation, the economic globalization influence and challenge of accession to WTO; how to improve the government working. The applicability was analyzed in such three aspects as the ISO 9001 standard applicable scope, successful cases in government departments. Next, based on eight cardinal principles of ISO 9001, the steps, methods and skill of Chinese government agencies to establish and implement quality management system were discussed. Finally, the importance of China government agencies to establish and implement quality management system were summarized, the problems needing to attention in the future were concluded and the future of the implementation of ISO 9001 quality management system in government departments were prospected.Especially, the author expects this dissertation's achievements can provide actual help to government organization those that want to improve the performance through applying the quality management system, and meanwhile, the author also expects it can promote the efficiency of the work, the standardization of executing the law and service in Chinese public sector.
