Traffic congestion is increasingly becoming one of the main bottlenecks restricting the development of large cities; traffic congestion problem in Beijing is particularly acute. This article, from the perspective of the equalization of basic public services, intends to analyze the causes of urban traffic congestion and then give solutions to it with comparative analysis of the law, the theory with practice and literature review method.The paper regarding the basic public service equalization and relevant contents as the starting point, describes the status quo of China's basic public services that unequal phenomenon is more serious. This inequality makes population move to the better basic public services region. The population of concentrated flow of inflow to the basic public service facilities can not meet demand, resulting in a serious imbalance in the relationship between supply and demand, and urban traffic congestion is one of the most obvious manifestations. The fundamental method to solve the problem of urban traffic congestion is to achieve the equalization of basic public services. Proved by the large amounts of data, there are quite a lot differences within the basic public services to different regions, different cities and city districts, the regions of improving basic public services have more chance to attract population than the imperfect region, resulting in inadequate supply of basic public services into the ground. Taking Beijing for an example, the satisfaction of basic public services in Beijing is the best in the country, but at the same time, Beijing is also the flow of one of the regions. Beijing's basic public services are unable to meet the expanding demand, leading to that the contradiction between supply and demand is intense, and traffic congestion is especially prominent. At the same time, Beijing administrative region of basic public services is unbalanced. The population Entering Beijing is concentrated in the area of better basic public services, resulting in the contradiction between supply and demand of the local basic public services become more prominent. Beijing's traffic jams are mainly concentrated within five circles, and here is a better area of basic public services in Beijing.And last conclusion can be made that the fundamental way to solve urban traffic congestion is to achieve the equalization of basic public services. Improving basic public services in other areas is bound to slow down the population flow to specific regions and cities, and solve the problem of insufficient inflow areas of public resources supply and demand; urban traffic congestion will be resolved fundamentally.
