Study On The Equalization Of Basic Public Services In Shenyang

Socialism with Chinese characteristics has entered a new era of social development,and the contradiction between the uneven development between urban and rural areas has become prominent.Among many problems,the problem of uneven development of public services has become the focus of attention.In order to solve the unbalanced development of public services between urban and rural areas,the country has proposed a series of strategic ideas to make major adjustments to urban-rural relations,and has introduced many measures to promote the equalization of basic public services in urban and rural areas.These policies and measures have achieved certain results,but overall,the problem of uneven and inadequate public service development remains prominent.Further narrowing the gap in the supply of public services between urban and rural residents and achieving equalization of basic public services in urban and rural areas are the current objective requirements of China's social development and economic growth.In view of this,this subject will conduct research in this field.On the one hand,it strives to enrich the theoretical research content and scope of the public service field,and provides some contributions to the theoretical research on urban and rural basic public services with Chinese characteristics;on the other hand,it attempts to promote the equalization of urban and rural public services in Shenyang from a practical perspective The process provides specific reference suggestions for the realization of equalization of basic public services in urban and rural areas in Shenyang.This thesis first sorts out the domestic and foreign research review and related research theories.Scholars have laid the theoretical research foundation for this topic in terms of the theoretical connotation,cause of problems,evaluation of public service policies,and policy implementation measures.On this basis,the thesis will investigate the development of urban and rural public services in Shenyang from three aspects: basic education,public health care and social security.The results show that the equalization of urban and rural public services in Shenyang has problems such as poor basic education quality in rural areas,uneven distribution of medical institutions and medical resources,and insufficient social security for low-income residents in rural areas.In order to solve the problem of unbalanced development of basic public services in Shenyang's urban and rural areas,this topic examined the equalization of basic public services in developed cities(Beijing and Xiamen)in China.Based on the successful experience of Beijing and Xiamen,combined with the actual situation in Shenyang,this paper proposes countermeasures to solve the problem of equalization of urban and rural public services in Shenyang,that is,continue to increase financial "three rural" investment to promote the coordinated development of urban and rural economy;gradually Improve the fiscal transfer payment system;build a government-led diversified public service supply system;gradually establish a "co-planned urban and rural" rural public goods supply system;improve the supervision and management mechanism and put forward countermeasures and suggestions.The thesis intends to proceed from the actual development of public services in Shenyang,and propose specific executable measures,so as to better achieve the equalization of urban and rural public services in Shenyang,and allow social residents to share the fruits of reform and development.
