Civil Society Organizations To Participate In The Study Of Public Services In Rural Areas

Rural public service has been an important part of the public service government construction.It also affect rural economic and social development profoundly. With the social and economic development in rural areas, needs of rural residents for rural public service grow rapidly. There are significant changes in structure and content of needs for rural public service.But the current public service in rural areas in terms of quantity and quality can not meet the needs of the rural residents for rural public service. Civil organization is an important force in society, the rapid development of civil organization is an inevitable result of social force development.It also unity and the transformation of government functions. The transformation of government functions promote social forces to participate in rural public service areas. Civil organization participate in rural public service can diversify the supply main body in rural public service, improve the efficiency and the quality of rural public service, perfect the rural public service System. Therefore, how to improve the efficiency and the quality of the participation of civil organization in rural public service has important sense for development of civil organization and improvement of rural public service.This thesis explore the possibility and necessity of the participation of civil organization in rural public service first from the three aspects of the theoretical foundation, the transformation of government functions, and the rural public service status quo, and analyze synthetically the own characteristics of civil organization, the advantages also defects of the participation of civil organization in rural public service. On these bases,thesis discuss the mode, the areas and the boundaries of service delivery by civil organization in participating in rural public service,also explore the position of civil organization in participating in rural public service. After that,taking B township fellow villager association as an example, describe the development, operating mechanism, and the practice in rural public service of this fellow villager association. In considering its commonness for civil organization and its characteristics for mutual benefits organization,thesis analyze fund raising problem, service capability problem and the relations problem with local rural residents and other civil organizations,which exist in the participation of this association in rural public service.Thesis based on the analysis of the role orientation for this association in rural public service, propose countermeasures and suggestions for these problems. The association should determine its own role in rural public service,improve the effect of its public service activities by perfecting its own organizational building, upgrading its service capabilitiy, ensuring the efficient communication with local rural residents, establishing cooperation with local township government, enterprises and other civil organizations, thereby diversifing the supply main body in rural public service in this township,perfecting the rural public system,improving the quality of rural public service.
