The current tide of population aging is coming,and the problem of old-age care is an important issue related to social harmony and stability.Over the years,the way to deal with urban pension problems has been gradually improved through continuous experiments,and due to economic and policy constraints in the vast rural areas,the problem of pension has become one of the urgent problems to be solved during the difficult period of fully building a well-off society.This article takes Xiangtan City,Hunan Province as an example.On the basis of field research,it is found that there are problems in rural elderly care services that the elderly's old-age needs cannot be met,economic constraints,and spiritual,life,and health needs urgent care.Combining with the field research,starting from the government failure theory and market failure theory,it is found that both the government and the market alone provide defects in pension services,and government failure and market failure cannot be avoided.Based on multiple theories and other related theories,and based on empirical research on the surrounding countryside of Xiangtan City,the article puts forward the view that it is feasible for the government to take the lead,and social organizations cooperate to participate in providing rural pension services.At present,the social organizations involved in rural old-age care services in rural areas around Xiangtan City are divided into two types: government-led and grassroots.Day care centers are representatives of government-led social organizations,and they are the most widely distributed.Grassroots social organizations are mainly in the form of private non-enterprise units(such as private nursing homes),non-governmental religious social organizations(such as temples),and farmer family pensions(small-scale nursing homes organized by farmers).Due to policy and economic constraints,under current conditions,the social organizations involved in rural old-age care services are small in size and single in nature.The content of old-age care services provided is limited and the overall participation is low.The development of social organizations themselves is not perfect,the government and social organizations lack effective cooperation mechanisms,and policies and funds are not well supported.Therefore,this article refers to the experience of social organizations participating in rural old-age care services in developed regions such as Zhejiang and Jiangsu,combined with the needs of old-age services in rural areas,starting from theeconomic and physical conditions of the old people,and considering the economically independent;the elderly living alone and empty nests;Disability,senior citizens;severely ill patients;five categories of people including the five-guarantee households divide the different needs of old-age care services,and propose different types of old-age care needs,such as life care,medical care,emergency care,spiritual comfort,etc.Next,different types of social organizations cooperate to provide different perspectives on old-age care services,summarizing and elaborating a way of providing old-age care services in cooperation with the government and social organizations oriented to the needs of rural old-age care services.
