Equalization Of Basic Public Services In Urban And Rural Areas Of The Problems And Countermeasures Research

Promoting the basic public service equalization between urban and rural areas is a majorconcern for my country's theory horizon and people. The17th CPC National Congress and the12th five-year plan also put forward the policy paper for establishing and perfecting the basicpublic service system, promoting the basic public service equalization between urban and ruralarea vigorously thoroughly apply the scientific outlook on development, adhere to thepeople-oriented, promote social fairness and justice, and realize the inevitable outcome of thedevelopment of urban and rural areas is of great significance.The thesis includes the following three aspects:First of all, this paper expounded the research significance and methods, summarized theresearch dynamic with classic Marxist writers and the Marxism Chinese theory on the basis of thetheory of relationship between urban and rural areas, explained the basic public serviceequalization from the from the perspective of scientific outlook on development. The paper thinksthat our country urban and rural basic public service equalization has made great progress in thedevelopment of philosophy and the system construction, and top to bottom to happen toemphasize the people's livelihood heavier economic transformation and from urban-rural divide tothe change of urban and rural areas as a whole, urban and rural basic public services are beingfurther improved, and this paper analyzed the present achievements of basic public service systemof the urban and rural construction taking Fujian as a case study.Secondly, the paper performs an analysis on the reasons of the status quo and problems of thethe basic public service unequalization between urban and rural. It argues that the basic publicservices in urban and rural areas in China exists unbalanced, uncoordinated and the problems ofimperfect. The basic public service unequalization between urban and rural has profound historicalbackground, the development stage restriction, urban and rural residents and social psychologyand cultural differences between the influencing factors, urban and rural structure in urban andrural areas is not equal basic public services in the most profound reason.Thirdly, the paper put forward the countermeasures of the basic public service unequalizationbetween urban and rural under the guidance of the scientific concept of development.The articleargues that, promoting the urban and rural equal access to basic public service, and acomparatively complete coverage of the perfect urban and rural basic public service system underthe new situation,, must be based on China's specific conditions, followed people-orienteddemocracy and the rule of law with the gradual accrual basic principles, policies and regulationsfrom the five levels of policy, service mechanism, institution construction establishing, institutionconstruction,increase capital investment and human resources.The possible innovation of the paper is that it talks the problem of basic public serviceequalization between urban and rural area using longitudinal and transverse combination fromthe perspective of scientific outlook on development, which makes the research results morescientific and universal.
