Research On Equalization Of Basic Public Services Between Urban And Rural In Tian Jin City

The basic public service has been getting more and more important,and the integration development of urban and rural has become an important national development strategy,With the continuous development of our country's economy.However,the gap between urban and rural basic public services is huge,and the level of basic public services is low.Therefore,vigorously promoting the equalization of basic public services has become a major strategic measure to coordinate the development of urban and rural areas,and promote social harmony,fairness and justice.This thesis takes Tianjin city as the research object,and analyzes the basic public services and the equalization degree of the 16 districts and counties of Tianjin city.This thesis is divided into seven chapters: the first chapter introduces three basic contents,including of thesis selected topic background,research significance,core concepts and research framework of Tianjin urban and rural basic public services equalization.The second chapter is literature review,which makes a simple classification of the research on the equalization of basic public services between urban and rural areas.The third chapter is about the development of urban and rural basic public services in Tianjin,mainly including Tianjin's macroeconomic situation,population distribution,regional division,as well as basic education,health and social security and other aspects of Tianjin city and rural basic public services.The fourth chapter is the evaluation of the equalization of basic public services in urban and rural areas of Tianjin,the paper mainly uses quality and quantity analysis methods,based on objective data and the objective situation,to calculate and evaluate the level of basic public service equalization of urban and rural areas in Tianjin city.The fifth chapter analyzes the reasons of the non equalization of basic public services in urban and rural areas of Tianjin,furthermore,putting forward the economic,political and institutional factors that affect the further equalization of basic public services in Tianjin city.The sixth chapter is about the impact of the integration development of Beijing?Tianjin and Hebei province on the equalization of basic public services in urban and rural areas of Tianjin,meanwhile,and giving some policy recommendations on further improve the equalization of basic public services in urban and rural areas of Tianjin city: To deeply reform the household registration system,management system,and service system;To expand public financeexpenditure;To moderate open-market of public service supply and make full use of social organizations and private power to optimize resource allocation;Improving government performance evaluation system to establish a public service government;Last but not least,to regulate the construction of basic public services.The last part is conclusion: The research and analysis of the whole article are summarized,and the shortcomings of the paper are pointed out and the possible directions for further research are presented.
