In recent years, consummate competitive selection system as a breach,that will push for personnel administration institution improving,and will advance the improvement of political system reformation. it contains methods including public selection, competitive appointment, public recommendation and election, etc., and it has made good impact on the cadre and personnel institution because of the adaptability of selected cadres, its reasonable procedures and variability. Therefore, it is also considered as a breakthrough of political institution reform of China. In this paper, institution change theory, path dependence theory and incentive theory will be employed together with literature review, comparative research and case study methodologies, and for most important, is the author's rich experience working along with the progress of personnel institution reform for many years. The research will be focusing on the background of this selection system, five different models on their way of improving, the key procedures and appraisal mechanism design. In the end, the author will review on the contributions as well as constrains of this selection system, implications for making improvement will be proposed as well.Competitive selection system was conceived from grass-root level in80th of last century, and was gradually recognized and applied after1990s as a request of personnel institution reform. In this century, public selection and competitive appointment has been widely adopted as two main ways of cadre selection nationwide, public recommendation and selection method has been explored as well. Currently, those ways of merit-based selection system has been playing an important role of cadre selection and personnel institution reform. Merit-based cadre selection system incorporates ways of post analysis, paper examination, interview, performance appraisal, in-person investigation as judge mechanism. It contains many procedures including democratic nomination, appraisal, decision making, and election and so forth, which make it a democratized participation mechanism. It brings a difference mechanism from recommendation to final election as well. All of those mechanisms mentioned above contributed merit-based selection system with advantage in the background of personnel institution reform, in terms of improving the style and performance of cadres, and also a perspective of in-depth reform in the near future. In this sense, merit-based selection system will be developed and applied more widely along with the progress of political institution reform; it works hand in hand with traditional way of cadre selection and complement from each other. In the mean time, there are some shortcomings and constrains of this system, the author suggest that five aspects needs to be emphasized for improvement:1, Optimization the top of construction obstacles both from conservative concept and institution aspects;2, Improve on the design of paper examination for more reasonability and adaptability;3, Strengthen field and in-person investigation on actual performance and characteristics of cadre in different place;4, Encouragement public participation as a foundation of cadre selection;5, Focus on effectiveness and efficiency of this system.
