Analysis On Present Situation And Problems Of The Development Of Social Enterprises In Beijing

With the Western welfare reform, public services outsourcing and based on a strong voluntary spirit, a new form of organization emerged, namely, social enterprises, which have social objectives for the mission, use the strategy of commercial operation, in the form of entity and with non-distributed profits. There are certain a group of social enterprises in Beijing. The field research shows that the development of social enterprises has begun to take shape in terms of initiator type, size, field, function, internal operating management, and performance management, and facing the typical external opportunities and challenges from the political, economic, social and technical aspects. For now, the term of social enterprises has not reached a consensus, with different stakeholders having different understanding of deviation; lack of a reasonable legal and policy framework; and the social enterprises just copy instead of learn from the mode of operation of commercial sectors, lack of innovation. We need to create a good atmosphere of cultural and social environment for social enterprises, support and regulate them with policies and strengthen the social enterprises'own credibility and capacity building in order to promote the further sound development of social enterprises in Beijing.
