On Relations Between Cadres And The Masses In New Times

The rural relations between cadres and the masses are directly related to both the economic development and social stability of the countryside and our Party's ruling position and political basis in the countryside. As reform and opening deepen and our country's market economic mechanism is established and perfected, our country's rural governance structure has entered the stage of transition when rural relations between cadres and the masses present new traits, three dimensional rural issues grow more and more prominent, and the contradictions between cadres and masses are worsening to different extent. The author attempts to look back over rural relations between cadres and the masses from the founding of PRC, takes into consideration the relations before and after the"Cultural Revolution"as well as after the 3rd Plenary Session of the 11th Central Committee, analyzes the main problems existing in the present rural relations between cadres and the masses and finds out the pertinent reasons for them. In the author's opinion, the strained rural relations between cadres and the masses at present result from the following factors: rural economic development lags behind, self-rule system of villagers isn't perfect enough, peasants are overburdened, grassroots Party organizations have been weakened, the overall quality of rural cadre contingent isn't high. The author tries to explore into the new countermeasures for making present rural relations between cadres and the masses even closer to meet the requirements of development in new times by analyzing the said reasons in depth. The author points out that in order to improve rural relations between cadres and the masses in new times, we should deepen reform, quicken development, constantly strengthen the construction of grassroots Party organizations to give scope to their role as battle strongholds, strengthen contingent construction of rural cadres to improve their comprehensive quality, strengthen democratic and legal construction to expand grassroots democracy, perfect the related rural systems to strengthen the supervision over and management of cadres. As a result, the Party's excellent tradition and style of closely contacting the masses can be carried forward, and the relations between cadres and the masses as close as between fish and water maintained so as to fully mobilize the activity of both cadres and the masses, ensure the stability of rural society. All this is of important real significance to promoting rural reform and development.
