Primary education is fundamental education, foundation to prosper the country through scientific and educational advances and has essential, overall and guiding effect to stimulate Socialist Modernization and to culture all kinds of talented people. Reform of basic education, improving the quality of education, the implementation of quality education is a necessary requirement to follow the development. The question that how to implement the new curriculum ideas, to complete a new era of responsibility given to the education of our school, requires us to adhere to the people-oriented, open, innovative concept of the modern school management. At the same time, it is an important part of modern school management, one of the main line of the school management activities, which directly affects the quality of management success or failure of the school.I am a teacher working in the first line of primary school. In nearly a decade of education and teaching practice, I found that the specific objectives of the new curriculum reform of basic education goals, attitudes and way of learning, course management system, course structure and course content, teaching methods and processes, evaluation functions and systems such as six changes have taken place. These management concepts, methods, evaluation and other aspects of reform and innovation, conflicted with present old school management. Teaching the management of many new problems has emerged. These problems are including:1. the problem of educational administrators. Management thinking of educational administrators in the school did not change; the concept of the new curriculum is not really a teaching philosophy of education:overall quality of educational administrators in schools needs to be improved; sense of innovation of educational administrators was too weak and maintenance is too strong.2. Problems in the process of teaching management. Management objectives of teaching is not clear, lack of integrity and continuity; open teaching management system is not enough; there is a gap existing between new curriculum reform requirements on the quality of teachers and some teachers professional standards; ways of teaching management are backward.I use methods of literature study, questionnaire and interview to deeply investigate problems in the management of teaching elementary school in Hohhot urban area. Through research and analysis, I have found the major causes of the problem:1. teaching management thinking of educational administrators in behind.2. The negative effects caused by the unified examination system as well as using them as evaluation of teaching quality. For the problems in the teaching management, I put forward the following three measures:1. improve their overall teaching quality of managers.2. Innovate teaching management and reconstruct teaching management system. 3. Enhance the openness of teaching management system and promote broad participation of society.In a word, I think only after that School administrators have changed management thinking, fostered the concept of education for development, opened management system, innovated management methods, improved the overall quality of education workers, carried out teaching management work essentially that can we fundamentally solve the teaching in the Management of problem.
