The former State Education Commission issued "Regulations on the implementation of Unified Graduation Examination system for student from junior secondary School in China" and determined to implement this system gradually in China based on the experience of developed countries and regions in 1990. To the autumn of 1991, all provinces, municipalities and autonomous regions introduced this examinations system gradually except Tibet. Thus, this system is founded in China. The objectives of current Unified Graduation Examination system for student from junior secondary School are to inspect and evaluate the quality of teaching in high school and assess if students have meet the basic requirements of the compulsory course syllabus under the grim situation of just pursuing the enrollment rate and basic education reformation. Unified Graduation Examination system for student from junior secondary School has an anticipated effort and we should approve of it. But it also has some problems as the implement for 20 years. Since'Ministry of Education gave the determination right to the administration organizations of province level, the discussion on orientation of reform and necessity of existence about this system never stop. We should clearly see that Unified Graduation Examination system for student from junior secondary School has played an irreplaceable role in basic education. We need this system to support the implement of quality education and the reform of college entrance examination system.However, the form and content of Unified Graduation Examination the examination for student from junior secondary School in China have little change since it created. But international economic, science and technology, and education have taken place great changes. If we want this examination system to survive reasonably, we must reform it drastically with the times and make it is full of new vitality. This paper adopted the combination of empirical and theoretical research methods based on the example of Inner Mongolia. First, documents on the books, periodicals, and the network about Unified Graduation Examination has been summarized, analyzed and organized. At the same time,8 high school examination results of Unified Graduation Examination for senior secondary school are got through the field survey often schools in Inner Mongolia. In addition, Inner Mongolia,20 principals and teachers are selected to interview. On this basis, ten problems which is in the process of implementation are summed up and solution strategies are proposed according to the future development of Unified Graduation Examination for senior secondary school students.
