In the present world, educational reform and progress apparently accelerate. Concerning this obvious trend, educational supervision system is playing a pivotal role in supervising and maintaining successful carrying-out of educational activities at all levels. Thus, further improvement and amendment of the existing educational supervision system is required within the educational and social fields. From the ancient period to the modern times in China, various forms of conventional supervision systems have been maintained; as the world continues to develop, the 21st century society as well as the educational development has new demands toward educational activities and educational supervision activities, which render the conventional supervision system unfit for the modern educational system. To address the problem, further study of the educational supervision system has been put on the agenda. Smoothly implementation of educational activities within the primary and secondary schools, achievement toward the goal of long-term basic educational reform within the 12th development plan and the progress of qualitative education exemplify the irreplaceable role of educational supervision system. In regard to the aforementioned, this research focuses on discussion and study of supervision problems within the primary and secondary schools.The primary research work of this thesis is to study the current situation and problems of education within in primary and secondary schools in our country and put forward constructive insights accordingly of how to address these problems by studying the relevant law and regulation of educational supervision system, analyzing and gathering relevant references regarding the supervision problem as well as utilizing focus-group methodology to obtain opinions and thoughts of supervisors and teachers of primary and secondary schools toward the existing supervision system within a certain district in Shenyang.By using survey, the thesis summarizes six aspects of problems existing in the current educational supervision system within primary and secondary schools, which include indefinite role of law and incomprehensive legislative regulation; indefinite administrative status of educational supervision; unreasonable personnel structure of supervision team; lacking of opportunities for study and training of supervision personnel; lacking of innovative improvement toward existing evaluation system which contradicts the continuously developed education system; and lacking of supervision channels in which teachers and parents can get involved. The thesis then analyzes the root causes of the six aspects of problems from the angles of national policy, education administrative management, subjective and objective condition of supervisors as well as the environment in which the supervision of primary and secondary school could function successfully. The final installation of the thesis is to put forward insights into how to improve the existing supervision system. The insights include six respects, namely boosting the independent status of the educational supervision organization; strengthening the professionalism of supervision team; training and reeducating supervision personnel; bolstering socialization of supervision activities; strengthening personalization of forms of supervision; and further improving supervision appraisal mechanism.
