Research On Dual Supervision Mode Of VP Projects

In China,venture philanthropy(VP)as a new form of government procurement service,plays an important role in fostering social organizations.The rapid development of venture philanthropy has led to the rise of project supervision.It is not only an inevitable choice to improve the service professionalism of the project,but also the need to respond to the public accountability for social services.However,at present,there are few studies on the supervision of VP projects in academia.Under this background,this research will try to explore the supervision model of the VP project,in order to further improve the supervision service,and promote the professional and more standardized operation of the project.This study uses qualitative research methods to collect research data through participatory observation and semi structured interview,taking the K project of the C organization of Nanjing as a case,and analyzes the supervision of the project from four aspects:Supervision demand,supervision form,supervision content and supervision role.The study found that the supervision mode of K project is an internal and external dual supervision mode.In this mode,the internal supervisor is the head of the organization,while the external supervisor is the supervising expert appointed for the third party organization.The internal and external supervision is the same in the form of supervision,but there are differences in the content of supervision.Internal supervision involves project management,professional theoretical knowledge and emotional support,while external supervision irnvolves the solution of project problems,project supervision,project advancement,and financial use.The different contents of supervision make the supervision roles of the two different correspondingly.The internal supervision takes the organization as the foothold,focuses on the institutional management,the internal personnel education and the emotional support;the external supervision takes the project as the foothold,and lays particular emphasis on the standardized implementation of the project.The former is the role of "pathfinder" and the latter is the role of "guide".Internal supervision and external supervision are essentially different forms of supervision under common objectives,and can form an organic whole.The study also found that the model has limited supervision effect,lack of quantitative evaluation of supervision effect,lack of communication between the internal and external supervisors,and the external supervisor give less support to the social workers.The main reasons for these problems are not only affected by the primary stage of the development of the project,but the project system makes the supervision focus on the project rather than the social workers,including the insufficient practical experience of the internal and external supervisors in the model,the lack of the capacity building of the organizations and so on.In view of the above problems,this study gives suggestions from policy,institutional,individual and social level.The thesis is mainly composed of five parts.The first part is the introduction,which summarizes the background and significance of the study,and puts forward research questions.The second part is a review of the literature,summarizes the research results on the supervision mode of the VP projects,and defines the related concepts.The third part is the research design,which elaborates the theoretical perspective,thesis structure and research methods.The fourth part is a case study.The internal and external dual supervision mode of the K project is studied.The problems and reasons of the K project supervision model are analyzed,and some suggestions are made for the problems.The last part is the conclusion and deficiency,draw the conclusion of this study,and clarify the research innovation.The research on supervision mode of the VP project belongs to the cross field of social work practice supervision and venture philanthropy.At present,the academic research results on this subject are very limited.In this study,the supervision process is observed from the point of view of the supervisor,and the internal and external dual supervision mode of the project is proposed,which has a certain innovation in the research perspective and the content of the research.In the future,we can make a horizontal contrast study on the mode of supervision,and make a longitudinal study on the history of the development and evolution of the local supervision model to promote the localization of the venture philanthropy.
