With the increase of enrollment of university students and economic crisis, the situation of university graduates' underemployment is getting more and more serious, which the whole society concerns. To solve this issue, the central committee of the Communist Party of China and the Chinese government have given important instruction and guidance:encourage entrepreneurship of graduates to promote their employment, which not only solves the issue of their employment, but also provides job opportunities for others. Under the guidance of this notion, the central government and local governments have laid down some policies to encourage graduates to start undertakings in the past few years. In 2008, the government of Changsha City issued some documents concerned and their execution program.The author of this thesis puts forward some proposals to perfect the public policies of promoting entrepreneurship of university graduates in Changsha on the basis of analyzing and appraising the public policies of Changsha theoretically. We hope by studying the present entrepreneurship we can improve the entrepreneurship environment and help university graduates to start their undertakings effectively and successfully so as to promote employment and to push forward Changsha economy in a harmonious way. In addition, we hope what we have discussed in the thesis can serve as reference for other areas in China.
